The Opportunity
The Institutional Relations & External Affairs Lead is a strategic, field-based role responsible for building, maintaining, and leveraging senior institutional relationships across the Saudi public healthcare ecosystem to support early alignment, informed tender shaping, and long-term positioning of Roche Diagnostics as a trusted and credible partner to the Kingdom.
This role ensures Roche is consistently and proactively engaged with key public-sector stakeholders, enabling constructive dialogue, shared understanding of priorities, and sustainable collaboration aligned with Saudi Arabia’s ongoing healthcare transformation.
The position sits at the intersection of commercial planning, policy engagement, and institutional advocacy, strengthening Roche’s institutional footprint while aligning internal capabilities with external expectations.
Key Objectives
- Strengthen Roche Diagnostics’ institutional presence across Saudi public entities
- Enable early, structured, and strategic engagement around tenders and transformation priorities
- Position Roche as a long-term health system partner, beyond transactional procurement, in a highly competitive environment
- Act as a bridge between commercial, medical, access, supply chain, regulatory affairs and policy functions to ensure coherent and aligned external engagement
Main Responsibilities
- Build and sustain high-level, non-transactional relationships across the Saudi health ecosystem, including the MoH, HHC, NUPCO, and LCGPA, acting as a trusted business partner to co-design healthcare solutions.
- Drive diagnostics-centered advocacy to position Roche as a strategic partner in Saudi Arabia’s healthcare transformation, focusing on value-based care, digital health, and population health management.
- Apply "system thinking" to navigate the evolving Saudi governance landscape, interconnecting policy, procurement, and regulatory dynamics to identify growth opportunities.
- Engage early in tender cycles to drive constructive dialogues around technical specifications and value-based procurement, ensuring Roche remains the partner of choice for NUPCO and other authorities.
- Integrate local institutional intelligence into regional strategies, ensuring all external engagement is consistent with Roche’s medical value narratives and access goals.
- Act as the strategic "bridge" between Commercial, Medical, Access, and Supply Chain functions to ensure Roche presents a unified and coherent voice to the Saudi government.
- Lead discussions on localization requirements and supply chain sustainability, aligning Roche’s capabilities with the LCGPA and MISA national priorities.
Who you are?
Required Education and Experience
- Education: A University Degree in Pharmacy, Medicine, Health Economics, Public Policy or equivalent. An MBA or a Master’s in Public Health (MPH) is highly preferred
- Experience: Minimum of 12–15 years of experience in the pharmaceutical or diagnostics industry, with at least 5–7 years specifically in Market Access, Government Affairs, or Institutional Relations in Saudi Arabia.
- Proven track record of high-level engagement with relevant stakeholders like the Ministry of Health (MoH), NUPCO, HHC, etc..
